"Wuhan Disabled People's Literary and Art Friendship Association" was established by Wuhan Disabled Persons' Federation in 2004. This organization is a social and loose association directly administrated by Wuhan Disabled Persons' Social Service Center under the leadership of Wuhan Disabled Persons' Federation. For the purpose of further deepening the construction of Wuhan disabled persons' cultural undertakings, gathering the forces, increasing the vitality of Wuhan disabled persons' cultural undertakings and promoting all-round social progress with culture, it is urgent to establish the organization of "Wuhan Disabled People's Literary and Art Friendship Association" which is controlled by the disabled and serves the disabled. It is our responsibility and obligation to create a more scientific, easier and more efficient external environment. Wuhan Federation of Literary and Art Circles has provided great support and help via liaison and communication. As the leading unit, Wuhan Disabled Persons' Social Service Center has completed the application of materials in the shortest time possible. Under the leadership of Wuhan Federation of Literary and Art Circles, all conference agenda specified have been successfully completed in accordance with the constitution requirements, and the first Membership Representative conference was convened on September 26, 2016. The participants in the conference are 36 famous disabled artists of different disciplines and types of disability from various districts of Wuhan, from whom the Chairperson and vice-Chairperson have been elected. Wuhan Federation of Literary and Art Circles is configured with the secretariat which is responsible for daily business. The six major specialized committees are set at the same time, including literary, calligraphy, fine arts, photography, music and folk handicraft committees. For each specialized committee, the leading persons in each art specialty of the disabled shall be elected as the director and deputy director.

Under the leadership of Wuhan Disabled Persons' Federation, the newly-established Wuhan Disabled People's Literary and Art Friendship Association will focus on the annual tasks proposed by Wuhan Disabled Persons' Federation, accept the instructions of professional work from the Publicity Department of Wuhan Disabled Persons' Federation and Wuhan Disabled Persons' Social Service Center and carry out various business activities based on the actual situation. The annual working plan shall be formulated. The secretariat shall be set in Wuhan Disabled Persons' Social Service Center for handling official fussiness in a centralized way. Wuhan Disabled Persons' Social Service Center shall provided part of office expenses and participate in or undertake the relevant work of cultural promotion on a project-to-project basis.
