I. Current Situation of Industry Development

(1) Rapid development of software and information technology service industry

During the period of the "12th Five-Year Plan", Wuhan started to create a Famous Software City in China and strive to develop the software and information technology service industry. The revenue from the software business of Wuhan has been increased from 16.56 billion yuan (in 2010) to 100.6 billion yuan (2015), with an average annual growth rate of more than 43%, showing the momentum of leapfrog development, and the software and information technology service industry has become an important engine for transformation of the mode of economic development of Wuhan.

In the field of information technology services, Dameng database management system is awarded the title of National Excellent Software Product; Jetway Information Security Industry Co., Ltd. and Wuhan University cooperate to produce the first trusted computer in China; FiberHome transmission network management system, Sanjiang network security supervision system and Jetway network trust management system take a leading role in the field of network and information security; the systems in the field of space information service, e.g. the first Ground Based Augmentation System for Beidou in China, Wuhan "Image City" map and Map World (public version of the national geo-spatial information public service platform), have been completely established. Besides, the mobile payment IC card operating system of Tianyu, the intelligent in-vehicle information system of Bluestar Technology and the smart home control system of Antong Technology are awarded the title of Excellent Software Product of Hubei Province.

In the field of research and development and design service, a great number of professional R&D and design enterprises separated from the value chain of traditional industries, e.g. IT service companies, electronic consumption design companies, integrated circuit design companies and R&D outsourcing companies, have become new highlights in the development of high-tech industry of Wuhan, and especially it is characterized by R&D outsourcing, engineering design and industrial design, etc. The outsourcing of software and services forms an enterprise cluster represented by HP, ISoftStone and Wuhan BJC Technology Co., Ltd., etc. For the design service industry, the KM computer-aided process design system and KM PDM (product data management) developed by KMsoft and the general AC drive unit software of Huazhong CNC enjoy broad popularity in the field of informatization of manufacturing industry. In addition, the microelectronics design and service of FiberHome have successfully served the high capacity and high speed transmission system of FireHome.

In the field of digital content services, the animation, comic and game (ACG) industry is in the lead in China. A preliminary industry chain integrating R&D, production, operation of ACG products and development of spin-offs has been established. Optical Valley Creative Industry Base has been formed, including core industries like ACG with regional characteristics, digital creative experience and digital publishing, etc. and gathering a batch of leading enterprises having a significant impact, e.g. Douyu TV, Jiang Toon Animation, Maya Animation and Dolphin Media.

(2) Fast growth of leading Internet enterprises

During the period of the "12th Five-Year Plan", Wuhan took great pains to cultivate and introduce a batch of leading Internet enterprises, filling in gaps in the development of Internet industry in Wuhan. The Internet giants, e.g. Alibaba, Tencent and Huawei, have established their regional R&D center in Wuhan one after another and arranged major industrial projects; a batch of local Internet enterprises, e.g. May'n, Douyu TV and Juanpi, grow rapidly and become the leading enterprises in their own industry.

In 2011, Tencent Technology (Wuhan) Co., Ltd. was founded and Tencent (Wuhan) R&D Center and two open platform startup bases were established in Jiangxia District and East Lake High-tech Development Zone so as to comprehensively carry out each business. Since its establishment, the company has been in the leapfrog development with a rapid momentum of development, and in 2015, the company's operating revenue was more than 1 billion yuan.

Alibaba invested 8 billion yuan in the "China Smart Logistic Network" Project in Wuhan in 2013. This project will be used as one of the critical core nodes of the "China Smart Logistic Network", covering central China. This project will build a new logistics & warehousing base based on different technical platforms, consisting of big data, network finance, information service and cloud computing, etc. At present, some projects have been delivered and used.

Douyu TV, founded in Optical Valley Creative Industry Base in 2014, is a comprehensive Internet-based broadcast platform dominated by game broadcasting, containing sports, variety shows and entertainment, etc. Douyu has rapidly become a leading enterprise in the domestic live broadcasting industry in the past two years, with a market share of over 70%. Douyu completed a new round of $100 million financing (i.e. Series B financing) in March of this year, with the company valuation of over $1 billion, so Douyu TV has become the first unicorn in Wuhan.

Juanpi, founded in Wuhan in 2010, is an e-commercial enterprise oriented towards affordable and high-quality life. In 2015, the volume of business of Juanpi was up to billions of yuan, and now, the annual number of users using this platform has been close to 100 million per year. At the beginning of this year, Juanpi has completed Series C financing with the total amount of 600 million yuan and ranks among the quasi-unicorn companies.

Represented by May'n, GETUNION, MLOONG and IPASON, the customized gaming computer industry in Wuhan is growing vigorously, and these four enterprises top the list in the field of DIY gaming computer of China, with the market share of over 90%, and the sales revenue of May'n in 2015 is more than 2.5 billion yuan.

(3) Stepwise enhancement of industrial innovation ability

In the field of big data, East Lake Trading Center for Big Data, Changjiang Big Data Exchange and Central China Big Data Exchange were formally established one after another in 2015, so Wuhan leads the country in exploration and development of the big data field. At the end of 2015, Wuhan drafted the first Interim Measures for the Administration on the Determination of Big Data Enterprises of China and initiated the first determination of big data enterprise of Wuhan, so as to further regulate and guide the development of a majority of relevant enterprises in Wuhan.

In the integrated circuit field, the investment fund for the development of integrated circuit industry has been jointly established by Hubei Province, Wuhan City and East Lake High-tech Development Zone. In December, 2015, the first IP (integrated circuit intellectual property) Trading Center was formally founded in China. The National Memory Base with the total investment of $24 billion was based in Wuhan a few days ago, which has been the largest single industrial investment project in Hubei Province since the founding of China.

In the Internet Plus field, Wuhan has issued "11711" Action Plan for the purpose of comprehensively planning and boosting the development of Internet Plus industry; represented by Wuhan Tencent and Douyu TV, the Internet enterprises develop rapidly and the Internet industry of Wuhan creates a unprecedented new situation.

II. Existing Problems and Work Plan for the Next Step

Wuhan has made remarkable achievements in terms of the development of software industry and Internet industry in recent years, but the obvious weaknesses and deficiencies are still found: 1. there are many software enterprises in Wuhan, but their scale is small, and only over 20 enterprises have the revenue from software business of up to 1 billion yuan, that is to say, there is no leading enterprise in Wuhan; 2. the double-digit growth is always kept in the software industry of Wuhan, but the total quantity is still relatively small, and Wuhan ranks relatively far down the list among 15 vice-provincial cities of China and cannot be matched precisely with the position of "Great Wuhan".

Based on the existing problems, the next step focuses on remedying defects and working harder on a goal-oriented and problem-oriented basis, with the aim to achieve 120 billion yuan of software business revenue of Wuhan in 2016, with a year-on-year growth of over 19%.

(1) To carry out the development action of cloud computing and big data and create a Famous Software City in China.

Firstly, the capitalization of government data will continue to be promoted, the open and sharing government data to the big data trading organizations will be coordinated and assistance will be provided for application of East Lake Trading Center for Big Data and Changjiang Big Data Exchange for relevant qualifications and licenses.

Secondly, the determination of the first big data enterprises of Wuhan will be completed as soon as possible and the list of the first batch of qualified enterprises will be officially released in May to the greatest extent possible, which will be used as the basis for enjoying all big data industry policies by subsequent enterprises.

Thirdly, the "Cloud Wuhan · Enterprises" and the government data resources will be utilized to strongly promote the Enterprise Cloud Plan in the eligible parks of Wuhan, incorporate key information industrial parks of Wuhan into the scope of construction of Pilot Smart Park, strengthen information sharing and service delivery and support that the parks reinforce inputs in the construction of information infrastructure, wisdom application service, data analysis and processing, upgrading of parks, development of parks and industrial investment attraction.

Fourthly, through close cooperation with China Minsheng Bank and China Everbright Bank, the industrial financial cooperative will be established so as to help a batch of medium- and small-scale software enterprises to obtain loan support in the mode of bank credit and in the forms of contract, pledge of stock rights and inter-enterprise mutual guarantee.

Fifthly, through cooperation with Wuhan Optical Valley Software Talents and Technical Services Limited Company and Wuhan Zhihui Yishi Technology Co., Ltd., the demand for human resources will be extensively collected in the industry and then the "Yijian Zhaopin" App will be used to complete the releasing, interviewing and recruitment of enterprise demands and expand the recruitment channel of enterprises, with the aim to provide more new practical talents for enterprises. Training will be provided for the in-service staff and new recruits in a targeted manner by cooperation with School of Software Engineering of Huazhong University of Science & Technology so as to assist enterprises in solving the problem of employee training.

(2) To blaze new trails in the ways of supporting enterprises and accelerate the development of Internet industry

Firstly, the guidance fund for the development of Internet industry will be established as soon as possible. At present, the measures for the implementation of the guidance fund have been reported to the People's Government of Wuhan Municipality for examination and approval, and then the measures for the implementation of fund will be promulgated jointly by the People's Government and the Bureau of Finance of Wuhan Municipality, and the meeting of the guidance fund council will be convened for the purpose of specifying and standardizing a series of management systems of the guidance fund and the fund operating procedures, formulating the specific working arrangement of 2016 and ensuring that any work can be carried out orderly after the establishment of the guidance fund. Simultaneously, preparations will be made actively for the setting up of a sub-fund investing in the fields of cloud computing, big data and new media, etc., the important and potential projects of Wuhan will be actively recommended to the sub-fund management institution, and the leverage effect of financial funds will be fully utilized to effectively guide the investment of social funds in the Internet Industry.

Secondly, the pertinent policies of Guangzhou, Shenzhen and Fujian, etc. for supporting the development of Internet industry will be learned, and combined with the current situation of the development of Internet industry in Wuhan, the opinions on the implementation for the development of Internet industry will be formulated in a targeted manner in terms of improving the construction of infrastructure like data center and public service platform, etc., providing innovative financing services for medium- and small-scale enterprises, strengthening the construction of Internet talent team, introducing and cultivating leading enterprises in the Internet industry and advancing industrial concentration, with the aim to promote the leapfrog development of Internet industry in Wuhan.

(3) To advance 11711 Action Plan steadily and create an enterprise-led innovation mechanism

For the purpose of deeply implementing the innovation project of the "Internet Plus" industry, two important industrial projects will be concentrated in this year.

Firstly, preparations will be made for the building of Wuhan Supercomputing Center as per the mode of government guidance, market-oriented operation and enterprise-style management. The service capacity of 1PF and 100PB will be achieved at the early stage. The large data storage and supercomputing application projects, e.g. CT image of United Imaging (Shanghai) and genetic diagnosis and biochip technology of CapitalBio MedLab (Beijing), will be actively introduced to promote supercomputing applications, cultivate the supercomputing market and build the data "depression".

Secondly, the industrial innovation platform will be set up, and based on a new generation of information technology, a variety of existing industrial innovation service departments and agencies will be gathered to integrate different kinds of innovation resources, including information, talents, capital and technologies, etc., and use two methods, i.e. on-line and off-line methods, to substantiate and create an intelligent supporting platform of the National Industrial Innovation Center of Wuhan, with the aim to build a new state of industrial innovation services of Wuhan in the era of "Internet Plus".

(4) To carry out the leading enterprise plan and promote an increase in market entities

Firstly, the construction of key industrial investment projects will be properly controlled. The construction of significant projects in the software and information service industry, e.g. Huawei (Wuhan) R&D Base, Phicomn Big Data Industrial Park, CASIC (Wuhan) Innovation and Pioneering Park and Alibaba (Central China) Logistic Network, will be strongly promoted, the governments at all levels and the industrial development fund will be actively coordinated, the investment in the project of National Memory Base (Xinxin, Wuhan) will be increased, the completion and commissioning of projects will be accelerated and supports will be fully provided for promising future of the integrated circuit industry will be fully supported.

Secondly, investment attraction will be actively performed. According to the dominant industries of Wuhan, investment attraction will be carried out in a targeted manner, and centered on the development of dominant industries and the construction of whole industrial chain, a batch of critical enterprises will be introduced in terms of software and information technology services, chip design and encapsulation, manufacturing of intelligence terminal, cloud computing and big data, Internet and network security, etc., so as to continue to help the key software parks of Wuhan, such as Huashan Software New City, to perform investment attraction.

Thirdly, the transformation of important enterprises will be supported. The software enterprises of Wuhan will be guided to transform the traditional mode of development and sales of software and system integration to the mode of "Internet Plus" and data services, the transformation of key enterprises, including Jetsun Tech, Whreadsoft, etc., will be supported, the enterprises of selling software, e.g. Deepin and KMsoft, will be encouraged to adopt the method of "Giving Software and Selling Services" to promote business and seize market share. Thirdly, the cloud platform projects, including GIS Cloud of MapGIS, Community Cloud of Philwong Software and Enterprise Cloud jointly developed by Jetsun and AliCloud, etc., will continue to be supported and the enterprises in information industry of Wuhan will be encouraged to utilize cloud computing and big data technology to realize transformation of enterprises.

Fourthly, the monitoring of the electronic information industry will be strengthened. The information sharing platform for municipal financial resources will be fully utilized, the coordination with Bureau of Statistics of Wuhan Municipality will be actively performed and a long-term cooperation mechanism will be established with Wuhan Municipal Office, SAT and Wuhan Local Taxation Bureau, so as to further increase the resources of statistical data of the electronic information industry. Work will be carried out in different districts and zones and assistance will be provided for such district and zones to deeply sort out and explore enterprises in the information industry, with the aim to include all required statistics, and the enterprises at all levels of administrative district and construction area will be encouraged to directly report statistics to the system via Internet. The monitoring of important manufacturing enterprises and software enterprises will be further reinforced and the tracing and service of critical enterprise projects will be made properly.
