Temporary Measures of Wuhan East Lake High-tech Development Zone for Implementation of "Qingtong" Plan

The Measures are released in combination with actual situation of East Lake High-Tech Development Zone so as to implement the Opinions of Wuhan Municipal People's Government on Implementation of "Qingtong" Plan to Encourage College Students to Start an Enterprise in Technology Business Incubator (W.Z.G. [2013] No.14), advance the college students' innovative undertaking creatively and stimulate the vitality of college students' innovation and entrepreneurship fully.

Article 1 Set up a special fund of 50 million yuan for starting a business.

The fund is mainly used as loan subsidies, rent subsidies, loan interest subsidies, intermediary service fee subsidies and housing security support, etc. for college students' innovation and entrepreneurship project in the Zone. And it can be used with the special fund from the incubator.

Article 2 Construct the theme incubator

(1) Encourage all types of market participants to invest in the construction of various incubators.

(2) Each zone shall make the incubator construction plan and provide physical space and infrastructure supporting services for college students' innovative undertaking.

(3) Support college students' innovative undertaking nursery (special zone, booth) and construction of various incubators with priority according to the high-tech zones incubator performance evaluation index; support various theme incubators with priority which have achievement exhibition and service platform, cooperate with colleges and universities (scientific research institutions) and hire venture capital organizations.

Article 3 Provide rent subsidies for college students' entrepreneurial enterprises in the incubator (including university science parks).

(1) If the college students' entrepreneurial enterprise is settled down in the incubator for the first time, then the following measures for rent subsidies shall be applied: In the first year, if the rental area is less than 100m2, then all the rent will be subsidized (including municipal subsidies, the same below); if the rental area is 100~300m2, then half of the rent will be subsidized. In the 2nd~4th year, if the rental area is less than 300m2, then half of the rent will be subsidized.

(2) The college students who start a business in the booth of the incubator will be exempt from all charges.

Article 4 Provide individual services for college students' innovative undertaking

(1) Explore new mechanisms of college students' entrepreneurial enterprise support and select several excellent projects and provide those projects with interest-free loan or investment support of no less than 200 thousand yuan.

(2) Encourage the incubator to set up venture capital enterprises and encourage the incubator employees to incubate the college students' entrepreneurial enterprises.

(3) Support the incubator to establish a guaranteed fund of no less than 1 million yuan which shall be mainly used to provide college students' entrepreneurial enterprises in the incubator with guarantee for petty loan with a term of 2 years as well as full subsidy for guarantee fee; in the high-tech zone, all the loan interests (including interests due to floating benchmark interest rate) will be subsidized.

(4) Organize intermediary organizations to provide accounting and other services for start-up enterprises, and provide the start-up enterprises with certain intermediary service cost subsidies.

Article 5 Improve the housing support mechanism of college students' innovative undertaking

Plan and build undergraduates apartments around university science parks and incubators and offer the apartments to college students who start a business in the incubator. For business students who fail to live in the apartments, the housing allowance of 200 yuan per person every month will be provided according to 20% of the number of people in a college students' entrepreneurial enterprise (10 people at most); the objects of subsidy shall be applied by the enterprises and verified and approved by social security departments.

Article 6 Establish a directional exit mechanism of college students' entrepreneurial enterprises

Implement dynamic management of college students' entrepreneurial enterprises in the incubators. These enterprises can be incubated in entrepreneurship nursery for 1 year at most and in incubator for 3 years at most. For pioneering enterprises that grow fast and whose development demand can't be met by the incubator, the incubator operation management organizations shall help them enter accelerator in high-tech zone.

Article 7 Create an entrepreneurial atmosphere for college students

(1) Actively propagandize the policy on college students' innovative undertaking, encourage the students to start businesses in the incubator, and support the students to start businesses at school, at home, in leased house and temporary commercial buildings and other places.

(2) Encourage the incubator to hold various innovation and venture competitions and college students' entrepreneurship forum, etc. and provide some financial support.

(3) Undertake entrepreneurial activities vigorously. Organize a science technology and finance interchange meeting every half a month, hold a "Qingtong Together" in Optics Valley every month, organize the enterprises to participate in national innovation and entrepreneurship competition every year and implement Optics Valley innovation and entrepreneurship competitions and other entrepreneurial activities irregularly; and award those winning entrepreneurship programs.
