Yesterday afternoon, Ruan Chengfa, a Member of the Standing Committee and the Secretary of Municipal Party Committee, held discussions with CPPCC members. 16 CPPCC members made statements successively and offered suggestions for the development of Wuhan City, and Ruan Chengfa replied to them one by one.

Ruan Chengfa said that each member presented wise ideas and thoughts and showed high capability of execution of duty, and the Municipal Party Committee and the People’s Government would carefully study their suggestions and introduce them into the Thirteenth Five-year Plan and the future work. He hoped that the members would made suggestions and efforts to build the updated versions of economy, city and society.

Building a Art Space in the Subway Railway

There are Wuhan Tiandi and Jiqing Folkways Street in Hankou, Hanyangzao Cultural Creativity Park in Hanyang, and Tanhualin Art Vallege in Wuchang. In Wuhan, the construction period of a subway station usually is four or five years, and artistic exhibition centers are under construction in each station of Lines 2, 3, and 4.

Ruan Chengfa said that I really appreciate the children’s drawings on the art walls of the subway stations in Wuhan. Children’s drawings are painted on enameled pressed steel plates, showing their yearning for beautiful life and love for Wuhan City. These drawings can be reserved for at least one hundred years. He is also concerned with the Bright Stars in Wuhan Business District Station of Line 3. The glass dome of 360 degrees will show different sceneries with the change of external light every hour every day. You can take half an hour to saunter and enjoy the beautiful sceneries, and this is enjoyable.

Enterprises Need to Provide Effective Supply

Wang Xuehai, a Member of the Municipal Political Consultative Conference and the president of Humanwell Healthcare, said that now Chinese tourists go to Japan to buy cold medicines for children beside electric rice cooker and toilet lids, and this is the shame of Chinese pharmaceutical enterprises.

Ruan Chengfa asked whether this is enterprise’s problem or consumer’s problem. Wang Xuehai answered that this is enterprise’s problem.

Ruan Chengfa asked again whether the quality is different. Wang Xuehai said that the pharmacological effect is similar and the raw materials of Japan enterprises are imported from China. However, they use better ingredients such as starch, which have good taste and various flavors and suitable for children. Besides, capsules are more delicate.

Ruan Chengfa said that China is facilitating supply-side reform because of excess production capacity and insufficient effective supply. Wang Xuehai’s example confirms this point. The enterprises in Wuhan need to pay more attention to quality and innovation and create more effective supply.

Private Economy Is the Key to Income Multiplication

Li Chunyang suggested that Wuhan City should implement the plan of resident income multiplication. “Your idea is the same as mine”, Ruan Chengfa said, “We need to find the balance point between economic development and social development.”

Ruan Chengfa said frankly that Wuhan City doesn’t have advantages in labor costs compared with coastal regions. A special team has been established to investigate the bottleneck of resident income increase. “I think there are three main reasons: underdeveloped private economy, small number of people in middle-income bracket, and low income from property. If there are more entrepreneurs like you, the overall resident income will be increased fast.”
