It is indispensable for the Women's Federation to promote the innovative undertaking of women. For years, Wuhan Women's Federation has been committed to promotion of women's innovative undertaking which is viewed as the top priority of women's development, has insisted on focusing on the central task, serving the overall interests and serving women, has intensified the cultivation of innovative undertaking subjects, has strengthened the publicity of innovative undertaking, has improved and perfected the women's innovative undertaking service system and has explored a new path for the development of women's innovative undertaking under the new circumstances, so as to promote the pace of construction of innovation-oriented city of Wuhan.

1. To identify the basic point, vigorously carry out the construction of entrepreneurial center and entrepreneurial base, integrate resources, strengthen training and stimulate the motive force of women's innovative undertaking

With the guidance of new concept of innovative undertaking, Wuhan Women's Federation brings forth new ideas and creates conditions to establish the Central Incubator Building of Wuhan Women's Innovative Undertaking, with an area of more than 10,000m², and the Women's Federation organizations at all levels establish 49 municipal-level "Women's Entrepreneurial Bases" and 55 "Modern Agricultural Science and Technology Demonstration Bases for Women" in Wuhan, attracting over 8,000 enterprises and realizing the double effect of women's entrepreneurship and employment. Simultaneously, the Women's Federation will fully play the leading role of Wuhan Women's Entrepreneurial Center and build a tightly-knit training link and service platform, so as to achieve the objectives of providing intensive training, serving enterprises, supporting growth and promoting employment.

Innovate the working thinking. The requirements for women's development shall be met, the services highlighted and the double effect of promoting employment by innovative undertaking exerted. The on-line and off-line communication platform of "Female Entrepreneurs' Salon" shall be established and then it is upgraded to the on-line and off-line interactive platform for socialized cooperation of women's innovative undertaking of "Times of Female Innovation", and the methods of policy advocacy, learning and training, empathic panel discussion and financial cooperation shall be employed to integrate resources in a scientific manner, with the aim to assist the female entrepreneurs in Wuhan in achieving cooperative development and mutual improvement, which has been the effective carrier of boosting the "Women's Innovative Undertaking Action".

Innovate methods of service. For the purpose of increasing support, the Municipal Women's Federation focuses on training and instruction and adopts the method of "Incubation in Layers and Classification-based Instruction" to realize the service functions. The entrepreneurial center and base will carry out the internal and external incubation for enterprises and provide the following six major services according to requirements: training and testing, information intermediary, expert's guidance, investment and financing, and basic services. The on-line and off-line communication platforms of "Female Entrepreneurs' Salon" and "Times of Female Innovation" will be relied on, the hot topics concerned by grass-root female entrepreneurs will be highlighted, and over 35 "Series of Free Off-line Public Benefit Activities" will be organized to help the development of enterprises and entrepreneurs, which have been well received and high praised by more than 5,000 female entrepreneurs, and such activities can improve the development space of enterprises, enhance the comprehensive quality of women and form the brands.

Innovate the method of management. The Municipal Women's Federation explores and preliminarily builds a new entrepreneurial management system of "three-level management and orderly advancement" characterized by large coverage and strong pertinence, i.e. "industrial alliance --- central base --- municipal women's federation", in a bold way. We bring into full play the role of base network as a incubator, focus on the improvement of enterprise management level, establish the industrial alliance meeting the demands of market and women, carry out the mode of standardized and branding management, and create the special brand of the alliance. The member enterprises of the alliance will recommend the council of the alliance to realize self-management and self-service. The women's innovative undertaking (demonstration) base and all colleges and universities in Wuhan will be relied on to hold the first Women's Entrepreneurship Competition of Wuhan this year, and the Female Entrepreneurs Alliance of Wuhan will be established and the female entrepreneurship mentor pool and the entrepreneurship program pool built so as to support women's innovative undertaking.

II. To focus on priorities, spare no efforts to set up the supporting platforms, improve the multi-functional service system and increase the ability of women's development

In order to solve the common problems encountered by women group, e.g. difficulty in innovative undertaking, equal employment and job selection, the Municipal Women's Federation actively sets up a variety of platforms for women and strengthen many services, so that the channels of entrepreneurship and employment are expanded.

Set up the supply-demand platform for women's innovative undertaking. Various kinds of promotion conferences of women's innovative undertaking programs, job fairs and handiwork exhibitions, etc. are held to provide jobs and entrepreneurial opportunities to the greatest extent possible for laid-off and unemployed women in cities and towns and rural female labors in cities. We have cooperated with the Women's Federation of Hubei Province to hold the Hubei Children and Women Service Expo for three consecutive years, and over 30 cultural and creative enterprises are recommended from the Women's Handicraft Innovation Alliance to participate in this expo, with the mean annual turnover of near 100,000 yuan on site, achieving good results. By taking the opportunity of "Spring Action", we have set up 17 telephone hotlines for women's job hunting and protection of legal rights, have held more than 10 exclusive job fairs for women every year and have invited the members of Wuhan Angel Advisory Board to offer free services, including policy advice of women's employment and entrepreneurship, legal advice, guaranteed loan advice of women's innovative undertaking and career planning guidance, etc., for women requiring entrepreneurship and jobs and answer the questions concerned by job seekers on site, helping 10,000 women to find jobs successively.

Set up the platform for exchange and communication of female entrepreneurs. The Women's Household Management Service Alliance and Handicraft Innovation Alliance are established and the means of holding the women's entrepreneurship forum, special report and symposium, etc. are employed to provide a new platform for information commutation of woman entrepreneurs and self-made women and acceleration of development. We cooperate with Wuhan Science and Technology Bureau and the Management Committee of Wuhan East Lake High-tech Development Zone to conduct the special activities of female university students' innovative undertaking, i.e. "Chinese Parasol Collection· Female Force", with the aim to fully display a new look of Wuhan women' courage of entrepreneurship and innovation in the new times. The promotion conference of the activities of "Women Making Achievements" is convened in Wuhan, so as to provide more practical and efficient services and measures for entrepreneurship and prosperity of urban and rural women and direct Wuhan women to throw themselves into entrepreneurship and innovation actively. The special women seminars of "Hardworking & Enterprising Spirit · Starting Business with Integrity" are held and the successful female entrepreneurs lecture on the experience of innovative undertaking so as to future carry forward the enterprising spirit, boost the rural women to achieve prosperity and help them to realize their entrepreneurial ideals.

Set up the platform for social development of women. In recent years, we have promulgated 8 policies relating to women's innovative undertaking, household services, start-up loans and base construction together with functional departments involved, have incorporated the article that the one-time grant of 100,000 yuan will be provided for the municipal-level "Women's Innovative Undertaking Demonstration Base" into the Opinion of the Municipal People's Government on Further Deepening the Nation-wide Entrepreneurship (WZ [2013] No. 28) and have created a good environment of women's entrepreneurship and employment. We will persist in considering policy advocacy, selection and establishing of models and simulation of women's entrepreneurial enthusiasm as the main task to create a good employment environment and adopt the methods like holding public lectures on exemplary deeds of excellent female entrepreneurs and establishing and commending entrepreneurial bases and leaders of entrepreneurship and employment, etc. to publicize the enterprises founded by women and the exemplary deeds of female entrepreneurs, and the China Women's News carried more than 10 reports relating to entrepreneurship and employment in Wuhan, effectively arousing women's enthusiasm for acquisition of knowledge, wealth and development.

III. To focus on difficulties, perfect the package of financial services, expand the channels of investment and financing and motivate women to innovate

For the past few years, Wuhan Women's Federation has actively explored a variety of financial means, has taken great pains to assist female entrepreneurs in solving financial matters and has played a leading role of the enterprises founded by "female entrepreneurs" in maintaining steady economic growth, creating more job opportunities for women and boosting the market prosperity. Based on the fund demand of female entrepreneurs at different stages as well as learning from the best practices of other cities and investigating and surveying the actual situation of Wuhan, Wuhan Women's Federation has set up a three-in-one platform of investment and financing combining "guaranteed loan of women's innovative undertaking + women's science and technology VC fund + commercial loan" for female entrepreneurs in Wuhan and further structure a diversified, multilevel and demand-led mode of investment and financing.

The guaranteed loan of women's innovative undertaking will be expanded. We highlight the petty loans for women in the promotion of women's entrepreneurship and employment, strengthen the cooperation with financial agencies and government departments and create a good situation that many financing channels are available. Since 2009, Wuhan Women's Federation cooperates with Wuhan Municipal Human Resources and Social Security Bureau, Wuhan  Municipal Finance Bureau and the People's Bank of China to promulgate the Notice on Improving of Financial Discount Interest Policies of Petty Loan Guarantee and Promoting Women's Entrepreneurship and Employment (WCJ [2010] No. 903) and the Notice of the Relevant Issues on Carrying out and Promoting Guaranteed Petty Loans for Women's Innovative Undertaking (WRSF [2011] No. 47), so that a total of 15,785 female entrepreneurs are provided with the loans of 1.28 billion yuan and the remarkable effects have been gained.

The establishing of mutual cooperation fund for small and micro-sized enterprises will be advanced. The small and micro-sized enterprises are the main channels of increasing new jobs, the main platform of entrepreneurial growth of female entrepreneurs and an important force of scientific and technological innovation. The diversified short-term loan services are provided to increase the anti-risk capacity of small and micro-sized enterprises, timely seize the market opportunities and grasp the development opportunities. Wuhan Women's Federation and Wuhan Branch of China Minsheng Bank work together to initiate the low-interest commercial loans without collateral, e.g. women's mutual cooperation fund for industries in Wuhan, to assist 1,695 women in obtaining the support funds of 120 million yuan and boost 30,000 rural and urban women for entrepreneurship and employment.

The women's science and technology VC fund will be applied. To constantly explore a new platform for investment and financing of women's innovative undertaking, Wuhan Women's Federation responds positively to the development strategy of "Two Valleys and Two Cities" proposed by Wuhan Municipal Committee of the CPC and Wuhan Municipal Government and takes the initiative to absorb Cybernaut (China) Investment Group having the background of Silicon Valley, and from July, 2012, we jointly plan and initiate the construction of the women's science and technology VC fund of Wuhan and use the  market-oriented mode of investment and financing to make up for the lack of ordinary loans. With the operation of Wuhan Science Investment Management Co., Ltd., the women's science and technology VC fund of Wuhan has completed the first round of fund raising of 100 million yuan.

Next, we will earnestly implement new objectives and new requirements for innovation and entrepreneurship proposed by the 13^th Party Congress of Wuhan Municipality, increase the publicity of exemplary models, intensify the construction of service fields, increase new modes and means of services and guide a vast number of women to be engaged in entrepreneurial practice, making the contribution of "half the sky" strength in the new journey of revival of Great Wuhan.
