In 2016, innovative talents and venture capital  gathered faster in Wuhan; 116 "city partners" were identified, 251 leading talents for innovation and entrepreneurship were introduced, including 13 candidates of the Recruitment Program of Global Experts, 150000 college graduates chose to stay in Wuhan for employment and startup, hit a record high; 724 venture capital companies of various types, with scale of capital under management exceeding 100.0 billion Yuan.

Innovation and entrepreneurship platforms were improved continuously; Wuhan East Lake High-tech Development Zone became the first innovation and entrepreneurship demonstration base in China; construction of 13 "innovation valleys" in 3 phases was initiated; 221 business incubators of various types, with total floor area exceeding 10000000㎡, ranking NO.1among domestic cities; "Yellow Crane Cup" high-level talents innovation and entrepreneurship contest, 2100 additional startups of college graduates.

In the coming five years, Wuhan will expedite construction of industry innovation center of global influence, to realize 170 million Yuan production value with high-tech industries; efforts will be made to build a "design capital" of the world, boost innovation-driven and talents-supported development, and construct a national key technical innovation centre; many national manufacturing innovation bases and scientific apparatuses  will be constructed; colleges and universities, such as Wuhan University and  Huazhong University of Science and Technology, will be supported for "double first-rate" construction; world-renowned "optical valley" will be built, "China's motor city" will be constructed; great efforts will be made to recruit talents and introduce intellectuals; "city partners" program will be deepened to introduce 10 industry scientists and 1000 leading talents of innovation and entrepreneurship; 15 "innovation valleys" will be established, and construction of college graduates startup district/park and innovation zone surrounding colleges and universities will be expedited; effective measures will be taken to attract 1000000 college students to stay in Wuhan for innovation and entrepreneurship in the coming 5 years, to turn Wuhan into a city of universities, city of youth, city of dream and city of innovation; moreover, construction of "one-core two-zone" cultural function cluster with Qintai central culture & arts zone as the core and Wuchang old city-East Lake and Sha Lake circle, Hankou bond-Zhanggongdi and Wuhan International Garden Expo as support will be sped up; "culture +" strategy will be implemented, to deepen integration of culture and technology, support creation of classic works of literature and art, guide urban and rural residents to enlarge cultural consumption, drive cultural industry to become pillar industry, to build a national key culture creative centre.

In 2015, Wuhan witnessed rapid innovation-driven economic development; 5 specialized industry parks were included in "one zone multiple parks" pilot project of East Lake National Demonstration Zone for Independent Innovation, 1160000㎡high-tech incubators were constructed; 14 national-level mass innovation and entrepreneurship spaces were identified; 1822 startups in high-tech incubators, mass innovation and entrepreneurship spaces as well as special zone supporting college students entrepreneurship; production value of high-tech industries was up to 770.0 billion Yuan; moreover, cultural construction are strengthened; "three 10000000 persons/times" people-benefited cultural projects were implemented thoroughly; Jianghanguan (Hankou Customs) Museum and new Wuhan Museum of Science & Technology were completed and opened; nationwide fitness campaign was launched extensively; international games such as WTA Wuhan Open, 2015 World Championships of Secondary School Students in Athletics and 2015 Asia Championships in Athletics were organized successfully; in addition, Wuhan was awarded as host city of 7th Military World Games.

In 2015, additional 78.956 billion Yuan was realized by culture creative industry in Wuhan, increased 11.42% than in previous year, growth rate was higher than urban GDP growing rate of 8.8%, accounting for 7.24% GDP, 0.2% year-on-year increase; in recent years, contribution of culture creative industry to economic growth in Wuhan was increased steadily.

In 2015, focusing on construction of world design capital, Wuhan municipal government established whole package of policies on industry development and support, to support transformation and upgrading of creative design industry, prioritize government-supported development of new model, new format and new technology, support and encourage original design, train and introduce leading talents of the industry, leading to enlarged scale and increased influence of creative design service industry; underthe condition of sustained economic growth of the city, it focused on optimization of industrial structure, especially supply of cultural products, development of creative design, artistic performance, film and TV production, publication and distribution, cultural tourism, cultural expo and exhibition, animation & games, and digital media culture creative industries.

In the upcoming period of the 13th Five-year Plan, Wuhan focused on the study of comprehensive subject of cultural industry development planning, planned, collected and smoothened 119 major culture creative projects, including 337.8 billion 170 million Yuan planned investment, follow-up of projects such as Qintai Arts Centre, Wuhan Broadcasting & TV CBD Studio, Wuhan Central Book City, Central China Wisdom Valley etc.

By the end of 2015, there were 14 demonstration parks and 35 demonstration enterprises in culture creative industry in Wuhan; more than 800 technical innovation oriented enterprises clustered in 28 culture creative industry parks of various types, with a pool of over 200000 innovative, creative and enterprising talents; many technical industry clusters, including optical valley creative industry base, optical valley software park, national university science park, Huashan new software city etc, were built in East Lake core area, with total annual revenue near 50.0 billion Yuan; in 2015, Wuhan Municipal CPC Committee Propaganda Department recommended local projects in cultural industry and received 17.30 million Yuan special funds from central government, revised Interim Measures of Wuhan Municipality for the Administration of Special Funds for the Development of the Cultural Industry, set up special fund for integration of culture and technology projects, invested in more than 14.905 million Yuan scientific research funds, and organizedimplementation of 42 projects by diverse ways of free financial aid, R&D subsidy, loan with discounted interest, subsidy of insurance premium, incubator incentive policy, incentive innovation platform etc; cultural industry investment fund was established, Interim Measures of Wuhan Municipality for the Implementation of Leading Funds for the Development of the Cultural Industry was enacted; Bureau of Finance of Wuhan Municipality and Wuhan Cultural Development Group Limited respectively contributed 50.00 million Yuan to set up leading funds for investment in cultural industry.

In 2014, production value of engineering design industry and revenue of software and information service industry  in Wuhan hit 100.0 billion Yuan, respectively; Wuhan was successively chosen as "broadband China" demonstration city; Wuchang Changjiang Culture Creative Design Industry Park was approved as national cultural industry pilot area; "made in Hanyang" Culture Creative Industry Park was approved as national-level advertising creative park; Wuhan Municipal Government published the Notice on Building Supporting Policies for the Construction of Wuhan as World City of Design, established special funds for the development of engineering design industry, Bureau of Finance of Wuhan Municipality raised 100 million Yuan municipal special funds, for special use of supporting transformation and upgrading of engineering design industry, support application for "city of engineering design", hold high-level exhibition such as "Wuhan Design Biennale" etc, support new model, new format and new technology for prioritized development of engineering design, guide enterprises for overseas development, encourage independent innovation and original design, train and introduce leading talents;In 2013, the pace of innovation-driven development was sped up in Wuhan; 86 special major commercialization of research findings were implemented; 89 high-tech enterprises were added, and aggregate number of high-tech enterprises was 900, including 9 high-tech enterprises with production value exceeding 1000.0 billion Yuan; production value of high-tech enterprises was 55.0 million Yuan, representing 55%  municipal total industrial output value of enterprises above designated size, 5% year-on-year increase; among high-tech development zones in China, comprehensive ranking of Wuhan East Lake High-tech Development Zone rose to No.3, its capacity of knowledge creation and technical innovation rose to No.2.

Total amount of exhibitions was more than 600 shows/times, more than 2000000 overseas conference and exhibition attendants were attracted; engineering design industry realized 80.0 billion Yuan revenue; Wuhan Municipal Government projected to establish 10.2 billion Yuan leading funds during 2013-2016, to boost thedevelopment of emerging industries including culture creative industry; further improved the construction of "five cultural cities" ; nationwide reading campaign was extensive, with 25×24h self-service libraries added; state-owned art troupes rendered 2304 performances in the whole year; "Summer of Wuhan" was chosen as outstanding  demonstration project of the first nationwide public cultural service projects; many classic art projects were won national-level awarded; 35 outdoor community teenagers sports centers was reconstructed and expanded, with 150000㎡ additional sports fields; mass cultural and sports activities including Golden Rooster and Hundred Flowers Film Festival, Qintai Music Festival, Asian Parachuting  Championship, East Lake International Universities Rowing Race, the Ninth National Games etc were organized successfully; protection and reconstruction of Qingdao Road-Jiqing Street area having historical and cultural features were launched; construction of Panlongcheng National  Archaeological Site Park and Optical Valley International Tennis Centre was commenced; WTA Super 5 Tours were settled in Wuhan.

Moreover, Bureau of Finance of Wuhan Municipality will allocate at least 200 million Yuan special funds for the development of cultural industry in each year from 2013, to support cultural industry development by means of interest subsidy, subsidy, incentive etc; for newly established cultural enterprises, an amount equivalent to 100% local retained corporate income tax paid in the first 3 years will be refunded to the enterprises as reward; for high-tech enterprises in cultural field, corporate income tax will be collected at 15% tax rate; for identified municipal, provincial and national cultural industry demonstration parks, 300000 Yuan, 500000 Yuan and 800000 Yuan will be rewarded, respectively; fornew specialized incubators for the integration of culture and technology, 15 Yuan /1㎡ will be subsidized, to an amount not exceeding 2.0 million Yuan; qualified enterprises will receive subsidy equivalent to 20% R&D expenses, to an amount not exceeding 4.0 million Yuan; national approved key labs, engineering centers and enterprise technology centers will receive ¥1.50 million subsidy; approved provincial and national leading enterprises of strategic alliance will receive 500000 Yuan and 1000000 Yuan  reward, respectively.

In 2012, public cultural service developed rapidly in Wuhan; upgrading of cultural centers and libraries in new city zone, integrated town cultural stations and village culture rooms was quickened; construction of Wuhan central book city, Wusheng International Cultural City, Han Show Theater, film culture themed park, Yue Lake tourism cultural experience area, Wuhan parlor, PanlongCheng Museum and Wuhan Museum of Digital Archives was advanced; Jianghanguan Museum and Museum of Zhang Zhidong and Modern Industry were completed and opened; new Wuhan Museum of Science & Technology was basically completed; Han style classic cultural and artistic projects were established to shape urban cultural brand; the 22th Golden Rooster and Hundred Flowers Film Festival, East Lake International Universities Rowing Race, the Ninth National Games the 2nd Qintai Music Festival were organized successfully; WTA games were well prepared; construction and development of 10 cultural industry parks, including "made in Hanyang", Chutian 181 culture creative industry park etc, were accelerated ; added value of cultural industry increased 15%.

In 2012, Wuhan focused on the target for the construction of "fivecultural cities" (City of reading, city of museums, city of arts, city of creative design, and city of universities), with boosting technical innovation, leading and supporting cultural industry development as mainline, reconstructing and upgrading traditional cultural industry, cultivating and developing new cultural industry as breakthrough point, to cultural and integratable multiplication effect, and accelerate driving cultural industry as pillar industry in regional economy; in 2012, 21.6 billion Yuan municipal added value of cultural industry was realized, 16% year-on-year increase, representing 2.8% regional GDP.

In 2012, Wuhan Municipal Government issued many guiding documents, including Plan of Wuhan Municipality on Reinvigoration of the Cultural Industry(2012-2016), Several Policies of Wuhan Municipality on Accelerating the Development of Cultural Industry, Opinions of Wuhan Municipal Committee of the CPC and Wuhan Municipal Government on Expediting Technical Innovation and Accelerating Integration of Culture and Technology etc,  proposed to include culture creative industry in the development goal of building 100.0 billion Yuan industrial clusters, in-depth extend the structure of traditional cultural industry, and include industrial fields of copyright, contents, output, design, technical creation, fashion consumption and network media in the overall framework of culture creative industry, to build a comprehensive, stereoscopic and multilevel system of culture creative industry in the strategic position of creative city, city of design, digital Wuhan and city of wisdom.

In 2012, 176 cultural development projects were under construction or planning, including 248.5 billion Yuan  planned total investment.

General Review: Municipal economic aggregate grew steadily during 2012~2016; under the guidance of guiding documents of Wuhan Municipal Government such as Plan of Wuhan Municipality on Reinvigoration of the Cultural Industry(2012-2016), Several Policies of Wuhan Municipality on Accelerating the Development of Cultural Industry, Opinions of Wuhan Municipal Committee of the CPC and Wuhan Municipal Government on Expediting Technical Innovation and Accelerating Integration of Culture and Technology etc, capital investment in and industrial support of culture creative industry increased on a yearly basis; construction of hardware facilities, cluster of enterprises and pool of talents grew steadily for related culture creative industry parks.
