In order to carry out the directives of Wuhan Municipal Committee of the CPC and Wuhan Municipal Government on "Five-in-One Cultural City (i.e. City of Reading, City of Museums, City of Art, City of Design Creativity & City of Universities)", Wuhan Disabled Persons' Federation and Wuhan Federation of Literary and Art Circles plans to jointly implement the "Ten-Hundred-Thousand" Project for Training Special Art Talents with Disabilities in accordance with the 12th Five-Year Plan of the Development of Undertakings for Disabled Persons of Wuhan.

I. Objective of activities

Through the classified and individualized training of special art talents with disabilities, the excellent art talents with disabilities will be found and fostered, the special art of the disabled will be developed, the spiritual and cultural life of the disabled will be continuously enriched, and the disabled will be united and guided to participate in the construction of "Happy Wuhan" and "Harmonious Wuhan".

II. Target of activities

According to the requirements of taking 1 year to lay a foundation, 3 years to achieve results and 5 years to make achievements, a batch of top-notch special art talents will be selected from people with disabilities of Wuhan in five years to the greatest extent possible to find and cultivate 10 leaders in the culture and art of people with disabilities, who have the higher level of art and strive to take a leading role in the similar artists with disabilities throughout the country, and the training contents will consist of calligraphy, fine arts, vocal music, instrumental music, literature and photography; 100 cultural and art fields for the disabled will be supported and developed for the purpose of carrying out cultural and art activities frequently; a batch of the disabled who are enthusiastic about culture will be popularized to form a key art team consisting of 1,000 people with disabilities.

III. Service object

Any art lovers with disabilities who have the registered permanent residence of Wuhan, have some art fundamentals and voluntarily take part in the training of calligraphy, fine arts, vocal music, instrumental music, literature, photography and handicraft, etc.

IV. Arrangement of activities

The activities will be divided into three stages, i.e. mobilization & preparation, popularization & improvement, and inspection & acceptance.

1. Stage of mobilization & preparation (from the middle ten days of December, 2013 to the end of June, 2014)

The main task is to investigate and understand the basic information of art lovers with disabilities, coordinate the relevant art experts or agencies and research and formulate various kinds of training plans and working mechanisms, etc. for the disabled.

2. Stage of popularization & improvement (from the beginning of July, 2014 to the end of December, 2017)

The main task is to popularize the cultural and art knowledge to the disabled, stimulate their enthusiasm, develop hobbies and place emphasis on the training of top art talents and promising art talents with disabilities.

3. Stage of inspection & acceptance (from January, 2018 to December, 2018)

The main task is to inspect the achievements of the activities helping the disabled by selecting persons to participate in international and domestic competitions, conducting achievement exhibition or performances and carrying out expert review and appraisal, etc. The special art undertakings of the disabled and the working mechanism of activities helping the disabled will be summarized.

V. Activities and initiatives

1. To strengthen leading organizations

Firstly, the leading group of the "Ten-Hundred-Thousand" Project for training special art talents with disabilities will be formed, consisting of leaders of Wuhan Disabled Persons' Federation and Wuhan Federation of Literary and Art Circles and the relevant art expert teams and taking responsibility for leading, organizing, coordinating and implementing the training of special art talents.

Secondly, the cultural and art Expert Committee and the "lectures' group" will be established and a batch of virtuous and professional littérateurs, artists and educationists will be selected and employed to be responsible for carrying out the specific work of special art talents, including selection, evaluation, training and education, etc.

Thirdly, the "Sunshine Painting and Calligraphy Institute" will be established. A platform for training special art talents will be set up and the working mechanism will be formed, so as to establish the in-pair assisting working mechanism between famous cultural and art experts and special art talents with disabilities and guide the creation of cultural and art works and the activities of popularization in different districts.

2. To bring new ideas to training measures

Firstly, a group of caring expert teachers with high level of expertise will be chosen and employed, while a group of excellent special art talents with disabilities will be selected as students, and a ceremony for accepting student will be organized, with the aim to assist these students in pairs and focus on training individual students.

Secondly, the "Cultural and Art Forum" will be started so as to provide training and lectures for the culture and art lovers with disabled and the disabled workers in Wuhan regularly, and the short-term training courses and seminars will be organized.

Thirdly, a batch of cultural and art fields for the disabled will be named, the assistance and guidance will be provided for the grass-roots cultural and art organizations and groups for the disabled, and the cultural and art organizations and groups, which are well managed and achieve outstanding results will be supported in terms of teachers and funds, etc.

Fourthly, the special support fund will be established to cultivate a group of leading talents with disabilities in the field of culture and art, who will be funded in terms of learning, training and living, etc. if passing the expert examination.

Finally, the activities of "Deep into communities (villages), families, markets and exhibition halls" will be conducted to actively widen the platform of cultural activities assisting the disabled. The activities of delivering culture to the grassroots, communities and villages will be organized with the help of art experts, where the Spring Festival couplets are presented and the performances are offered; the paintings and calligraphy works which are well received by the public will be created to add artistic atmosphere in home decoration; the disabled will be guided to create a batch of art works with a high artistic level to enter the artwork market, e.g. art gallery, and to realize the artistic value of art works created by the disabled through market testing; the disabled will be guided to originate and prepare some excellent art works (programs) to be exhibited in Wuhan Home of Citizens and Wuhan Art Gallery, etc. in a concentrated way.

3. To intensify the publicity and guidance

Firstly, the media publicity will be strengthened. The special columns will be made in newspapers, periodicals and TV stations to release the excellent art works created by the disabled; the disabled calligraphers and painters will be assisted in publishing the collection of their works; the "Wuhan Disabled Persons' Culture and Art Website" will be established, a variety of on-line exhibition halls and performance halls will be built for displaying the art works of the disabled, the one-line classes will be opened for the disabled having difficulty in moving, and the excellent cultural and art talents with disabilities will be posted and publicized in the Internet.

Secondly, the charity auctions and fairs of art works of the disabled will be held by working together with the caring enterprises and institutions, e.g. the Entrepreneur Society, with the aim to attract attention to the special art of the disabled from the society and acquire the understanding and support of the society.

Thirdly, the exchange and cooperation will be intensified. The artists and excellent special art talents with disabilities will be organized to draw, paint or sketch from nature and to carry out the exchange and study with the Disabled Persons' Federation and art organizations from the sister cities. We will spare no efforts to get support from the superior organizations and foreign affairs office, e.g. China Disabled Persons' Federation and China Federation of Literary and Art Circles, and the international disabled persons' exchange activities of culture and art or the national exhibition (e.g. China-Japan-South Korea Disabled Persons' Art Exhibition) to promote and improve the position and influence power of Wuhan disabled person's culture and art undertakings in China.

4. To strengthen the infrastructure construction

A 1200m2 cultural and art field for the disabled will be planned and built as per the stringent specification, where the functions of creation of calligraphy, paintings and handicrafts, performance and rehearsal, art exhibition, culture salon and mounting and production of calligraphy and paintings, etc. will be perfected and the exchange and creation activities will be carried out frequently, with the aim to become the base for cultivating special art talents with disabilities and the home of culture and art lovers with disabilities.
